Ahead of draft, ultra-Orthodox soldiers under fire

JERUSALEM (AP) ? The Israeli soldier was walking home on a busy Jerusalem street when suddenly a car stopped next to him, and men inside spat upon him and hurled insults, trash and water bottles. When the assailants stepped out, he was fearful enough to call the police who swiftly arrived to rescue him.

The assailants were members of his own community ? ultra-Orthodox Jews, outraged that he chose to serve in the military. Ultra-Orthodox males have long avoided military service, but with the government ending a contentious 65-year-old system of draft exemptions, a small number of them who do serve in the army are being branded as collaborators and increasingly face harassment and assaults by extremists.

"I'm afraid of wearing my uniform. Even with a weapon, I am helpless. There is nothing I can do," said the soldier in last Thursday's incident, who only identified himself by his first name, Israel, for fear of further retaliation from extremists. "This is the beginning of a phenomenon that we don't know how it will end."

The issue of army service is at the core of a cultural war over the place of ultra-Orthodox Jews in Israeli society. The ultra-Orthodox, who make up about 8 percent of Israel's 8 million citizens, have largely been allowed to skip compulsory military service to pursue their religious studies. Older men often avoid the workforce and collect welfare stipends while continuing to study full time.

The system, which is the result of religious parties' historically disproportionate political power in parliament, has caused widespread resentment among Israel's secular majority. The issue figured prominently in January elections and propelled the secular Yesh Atid Party into the government.

Last week, Israel's Cabinet approved a Yesh Atid plan to gradually end the automatic draft exemptions to ultra-Orthodox seminary students and require all to register for service. Yaakov Peri, the minister who headed the drive, called the proposed legislation historic, telling The Associated Press that it takes into consideration "the importance of learning the Torah and the obligation to serve in the army."

Ultra-Orthodox rabbis vehemently oppose the plan, saying the military and immersion in mainstream society will expose their youth to secularism and undermine a pious way of life that has kept the Jewish people alive through centuries of persecution. They insist their young men serve the nation through prayer and study, thus preserving Jewish learning and heritage.

Leaders of the community, who in Hebrew are known as "Haredim," or "those who fear" God, say their followers would rather sit in jail than join the military. They charge their ancient brand of Judaism is under siege and warn of an uprising if parliament approves the draft plan.

"The main problem here is that we are those being blamed instead of those blaming," ultra-Orthodox lawmaker Israel Eichler told Channel 2 TV. "If the law passes, it will be a declaration of war."

Some 3,000 Haredim soldiers, who volunteered to join, are already serving, according to the military. Thousands more are expected to be drafted in the coming months if the legislation passes.

Among ultra-Orthodox extremists, the war has already begun with a violent campaign against those in service. A handful of Haredi soldiers have been accosted the past two weeks. Activists have posted banners denouncing them and have even set up a phone hotline so people can snitch on those they know are serving or they have seen in uniform.

The atmosphere has become so charged that ultra-Orthodox soldiers say they shed their uniforms before heading home.

In Jerusalem's hardcore bastions of ultra-Orthodox Jewry, there appears to be room for only one type of uniform ? the traditional black-and-white garb donned by the hard-line observers.

In the neighborhood of Mea Shearim, a large cartoon poster depicts Haredi soldiers rolling through the streets atop tanks trying to lure young boys onto their vehicles. The ad denounces the soldiers as Zionist "ambassadors" and "missionaries." Soldiers in sidecurls have been coined the insulting nickname "Hardak" ? a combination of Haredi and insect.

"They disgust me," said Shimon Gutfarb, a 25-year-old father of three. "The army is a melting pot. The fear is that our youth will go rotten ... They (the soldiers) abandoned their traditions. They represent the opposite of our lifestyle."

Many ultra-Orthodox sects are anti-Zionist, refusing to recognize Israel since they say there cannot be a Jewish state until the coming of the Messiah.

The battle over the draft law is part of a larger cultural war gaining steam in recent years. Due to its high birthrate and the relatively low participation in the workforce, the Haredi community suffers from high unemployment and poverty.

Voices have begun to emerge criticizing the ultra-Orthodox education system, which teaches students about Judaism but very little math, English or science. More than a quarter of all Israeli first-graders are ultra-Orthodox and government statistics project that if these trends continue, the ultra-Orthodox could make up 15 percent of the country's population by 2025.

But the tide has begun to turn. The new education minister from Yesh Atid has already taken moves to force them to adopt a core curriculum or lose government funding.

According to official Israeli figures, the number of ultra-Orthodox men and women who now work has begun to creep up in recent years. Haredi employees are increasingly finding work in the country's booming high-tech industry. This trend shows the community is far from the homogenous mass viewed by outsiders.

Shlomo Trachtman, a 25-year-old Haredi who calls himself "an Israeli patriot," says those who don't study scripture full-time should serve in the military.

"There is a culture war going on," he said, and he referred to his own neighborhood of Mea Shearim as "the height of extremism."

"I've seen soldiers called Nazis here. It's hard to join the army in such an environment."

Avi Lotan, who witnessed an assault on a soldier on Sunday, said it's best for Haredim in the army to lie low. "Whoever attacks them is insane," the 25-year-old said. "But in the meantime I recommend they stay away."

Peri, of Yesh Atid, who serves as science minister in the government, said he has met with dozens of religious leaders and though they are obliged to say publicly they are against the plan, they know a majority of their followers wants to serve.

"It is in the interest of both communities, the secular one and the Orthodox one, to reach a kind of balance in which everybody will serve," he said.

Defense Minister Moshe Yaalon said "we must not allow violent thugs to threaten the safely of young Haredim who chose to join the army."

Changing the ways of the ultra-Orthodox will not be easy.

Leaders insist that study in religious seminaries is no less important than military strength in protecting the country from modern threats in a hostile region. Meanwhile, secular Israelis who voted Yesh Atid into power are growing impatient and demanding results. A clash seems all but inevitable.

"The Haredi community is in crisis regardless of the draft issue," Yoaz Hendel, a former top aide to Prime Minister Benjamin Netanyahu, wrote in a column for the Yediot Ahronot daily. "Over time, you cannot maintain a community that is (financially) supported by everyone else. There is no religious justification for it and there is no precedent for it in the history of the Jewish people."

Chinese state paper slams multinationals over bribery, high prices

BEIJING (Reuters) - China must crack down on commercial bribery by multinational firms, the country's top state paper said on Wednesday, two days after police accused British drugmaker GlaxoSmithKline of the widespread bribery of Chinese officials and doctors.

In a commentary, the People's Daily newspaper accused some multinationals of using their market dominance to exploit gaps in regulatory systems in developing countries.

The article suggests Chinese authorities are not about to step back from a spate of investigations launched in recent months into how foreign companies do business in China, from the setting of prices to quality controls.

"A crackdown on commercial bribery by multinationals is deeply significant to safeguarding the order of the market economy and protecting an environment of fair competition," said the commentary in the mouthpiece of the ruling Communist Party.

Chinese police on Monday accused GlaxoSmithKline of bribing officials and doctors to boost sales and raise the price of its medicines in China. Police said GSK transferred up to 3 billion yuan ($489 million) to 700 travel agencies and consultancies over six years to facilitate the bribes.

In response, GSK said it was deeply concerned by the developments, which it called "shameful".

A second commentary in the People's Daily said China must "lift a sharp sword to pierce the improper, even illegal, costs behind rising drug prices" for which multinationals, such as GSK, were responsible.

The first article said the GSK case was an illustration of "the commercial anti-corruption struggle" in China. Project bidding and tax systems for multinationals were also problematic, the commentary said, without giving details.

"In recent years, some multinationals have utilized strong market and technological advantages, operated through intermediary agents, and taken advantage of the imperfect regulatory system in developing countries to drill loopholes," the commentary said.

FOCUS ON FOREIGN FIRMS

Some experts have suggested China may be expanding an anti-corruption drive beyond government ranks and domestic companies including state-run entities, focusing now on foreign firms.

China has targeted foreign firms on multiple fronts in the past few months, although the probe into GSK is the only high-profile, publicly known investigation focused on bribery.

European food companies Nestle and Danone said early this month they would cut infant milk formula prices in China after Beijing launched an investigation into the industry.

Chinese media has been giving the GSK story plenty of attention.

On Tuesday night, state broadcaster CCTV night aired an interview with one of four detained Chinese executives from GSK.

Liang Hong, vice president and operations manager of GSK (China) Investment Co Ltd, offered details on how he funneled money through travel agencies by arranging conferences, some of which were never held.

"To have contact with some government departments you need money that you cannot normally expense to the company," Liang said during the broadcast.

Liang said he paid bribes to officials from the powerful planning agency, the National Development and Reform Commission (NDRC), and the Ministry of Labour and Social Security, which are among those required to get medicines approved or prices set.

Manziel pleads guilty to misdemeanor charge

    California Army National Guard participates in Exercise Rapid Trident 2013

    YAVORIV, Ukraine -- Members of the California National Guard are participating in Exercise Rapid Trident 2013 because of the 20-year relationship they have built with the Ukrainian army through the National Guard State Partnership Program.

    The SPP was originally planned for Reserve component Soldiers and Airmen until the National Guard Bureau proposed matching each U.S. state with former-Soviet nations in Eastern Europe, according to the National Guard's website. California and Ukraine became partners in 1993 when the program started. Today, 50 U.S. states, two territories and the District of Columbia are partnered with more than 60 countries around the world.

    "I have been coming here since 2002 and I have seen the country grow since we first started," said Master Sgt. Christopher Lopez, the noncommissioned officer in charge of the Guard's contingent.

    While Rapid Trident 2013 is not an official-SPP mission, the California National Guard's participation in support of the exercise strengthens their relationship with Ukraine, according to Lopez.

    This year the Guardsmen are acting as observers for the multinational battalion consisting of a mostly-Ukrainian staff, advising the unit on best practices.

    "On one hand we are supporting the exercise, but the SPP is part of another broader program that supports military-to-military relationships," said Lt. Col. Stanley Zezotarski, the senior officer in the Guard's contingent.

    Rapid Trident 2013 is a U.S. Army Europe-led, multinational field training and command post exercise occurring at the International Peacekeeping and Security Center in Yavoriv July 8-19 that involves approximately 1,300 troops from 17 nations. The exercise is designed to enhance interoperability between forces and promote regional stability and security.

    Partnerships have been built through an exchange program that brings citizens from Ukraine to California and vice versa. Ukrainians travel to California to observe economic programs, local and state government and the U.S. border system according to Zezotarski.

    Experts have advised California farmers on best methods for crop production. Teachers from California have traveled to Ukraine to teach in schools.

    Zezotarski says that California is lucky to be partnered with Ukraine because of there are many similarities, including having a diverse economy, especially in agriculture.

    The program has also built strong military to military relationships.

    "Since I have started I have seen some of the same people over and over again," Lopez said. "I have even gotten emails on our holidays wishing happy holidays from some of the senior officers here. It's always a pleasure when I see them in the airport and they shake my hand and give me a hug."

    The program has helped resolve formerly-adversarial Cold War sentiments.

    "One of the things I remember the most from being here was a toast between the Ukrainian generals and the National Guard generals," Zezotarski said. "The Ukrainian toast was 'it is better that we look at each other through the bottom of our wine glasses then through the sights of our rifles.'"

    The California Army National Guard will also participate in a humanitarian-assistance project along with visiting Army Reserve Officer Training Corps cadets to renovate a pre-school building in the nearby town of Starychi.

    Afghans investigating how NATO killer escaped

    KABUL, Afghanistan (AP) ? Afghan officials say they're trying to determine how an Afghan army soldier who opened fire on Slovakian NATO troops, killing one and wounding six, was able to escape from custody.

    Afghan Gen. Abdul Hameed said Monday that suspect Lamber Khan had help from at least one other Afghan soldier in fleeing Sunday morning.

    Hameed says the soldier took Khan from detention to a military hospital saying he needed medical attention, and fled with him from there. Authorities are trying to determine if others aided in the escape.

    NATO-forces spokesman Brig. Gen. Heinz Feldmann says the coalition has "full confidence" the Afghans will recapture Khan.

    The Slovakian soldier killed in Kandahar last week was the ninth NATO service member killed by Afghan forces this year, according to an Associated Press count.

    COMING CLEAN Army Admits Helicopters Buzzed Washington City

    An Army official apologized Friday for conducting an unannounced training mission around the small city of Port Angeles, Wash., using special operations helicopters that the mayor said "terrorized" his city.

    Dozens of alarmed residents called police to ask what was going on and said the noise and light from the mystery helicopters buzzing around the city panicked horses and other livestock, The Peninsula Daily News reported.

    The Army said the helicopters involved included both twin-engine Chinooks and Blackhawk attack helicopters.

    "No one had any warning about the helicopters, no one said anything afterward, and today city officials had to spend hours just trying to find out what had happened -- who had invaded Port Angeles," said Cherie Kidd, mayor of the Olympic Peninsula city about 60 miles west of Seattle.

    The training exercise involved part of the 160th Special Operations Aviation Regiment, which is based at Fort Campbell, Ky., but has individual units in various locations, said Sgt. Jimmy Norris, an I Corps spokesman at Joint Base Lewis-McChord near Tacoma, Wash. Part of the 160th is based at Lewis-McChord, he said.

    "Our watch commander last night reported that we received `dozens of calls' complaining about low-flying helicopters over the city," Deputy Police Chief Brian Smith said.

    After multiple calls to Puget Sound-area military bases, Clallam County Sheriff Bill Benedict was finally able to determine about mid-day Friday that the helicopters belonged to the Army, the newspaper reported.

    "Because of the volume of the complaints that we heard, I want to let the Army base know that if it's necessary to fly over populated areas, we want advance notice," Benedict told The Peninsula Daily News.

    Army Col. H. Charles "Chuck" Hodges Jr., garrison commander at Lewis-McChord, told the newspaper that he had launched an investigation and was meeting with unit commanders at the base.

    "I apologize, this is totally unacceptable," he said.

    Hodges said the helicopters -- he mentioned four Chinooks -- were over Port Angeles from about 11:15 p.m. to shortly before midnight Thursday.

    An Army spokesman for Hodges' office did not immediately return an Associated Press phone call Friday evening.

    Kidd said she plans to meet Monday with Hodges at the base about 90 miles south of Port Angeles.

    The helicopters were "training to work in urban environments," Norris told the AP, adding that the exercise involved landing at the small Port Angeles Coast Guard base. It's located across the city harbor from the downtown business area.

    "I guess a lot of people got spooked because they had their lights on and the lights were bright, but I guess they had to have the lights on as part of the operation for landing at the airfield," he added.

    The Daily News reported that the unannounced training mission prompted an immediate response on social media websites as hundreds of messages about the incident flooded Facebook and Twitter.

    Port Angeles resident Eric Phillips said he saw four helicopters traveling in two sets, with the leading set flying without lights. The aircraft circled the city for at least an hour, he told Daily News.

    Army Maj. Michael Burns, interviewed by telephone from Fort Campbell, told the newspaper the exercise also included Blackhawk helicopters.

    He said he couldn't discuss many details of the mission or say why the Port Angeles area was chosen, only that "the particular area just gave a different training environment for the pilots, something unfamiliar.

    "We do our best to try to avoid populated areas, but (with) those aircraft being so large and so loud, even if we're not very low, it seems very loud," Burns said.

    Specific law enforcement agencies in the area were not notified of Thursday's training mission, Burns confirmed, saying that's not typically done for operations as short as a one-night exercise.

    Also, the aircraft used in such missions can cover such a wide area, "it's tough to notify every agency," he told the newspaper.

    UK agency: 787 fire not caused by battery fault

    LONDON (AP) ? A British governmental body investigating a fire on an empty Boeing 787 aircraft at London's Heathrow Airport says there is no evidence it was caused by faulty batteries.

    The Air Accidents Investigation Branch said in a statement Saturday that it was clear that the damage to the Ethiopian Airlines plane was far from the area where the carrier's batteries are located.

    Investors in Boeing, which calls the plane a Dreamliner, had feared that Friday's fire meant that the battery problem that had grounded the whole fleet of such planes in January had not been fixed.

    The incident did not cause any injuries because no one was aboard the plane, but it forced runways at Heathrow, one of the world's busiest airports, to shut down for nearly an hour.

    President Barack Obama could probably nominate anyone he wants to be the next Homeland Security secretary, assuming there are no ethical or legal issues.

    That?s because Janet Napolitano?s successor at the Department of Homeland Security could be the first Cabinet choice to be nominated in a Senate without the risk of a filibuster ? or maybe even a procedural hold, assuming Senate Democrats deploy the ?nuclear option? to end the need for a 60-vote supermajority to overcome a filibuster of executive branch nominees next week.

    There would be policy implications of a partisan choice, however. Some Republican supporters of the Senate-passed immigration overhaul are already cautioning the president to pick a successor who has the confidence of lawmakers in enhancing immigration enforcement.

    I have a better suggestion. How about abolishing the Department of Homeland Security, which was a terrible idea from the beginning.

    A wicket-keeper, batsman, skipper and now a master tactician, the Indian skipper MS Dhoni can do it all. While some might consider him mere lucky, Dhoni has proved his mettle on one too many occasions to justify his importance in the blue outfit. MATCH HIGHLIGHTS

    Dhoni's ability to stay calm under pressure has been a known fact for quite sometime now, but it was his cricketing sense that led the struggling World Champions to a thrilling win over the islanders on Thursday.

Lack of wickets in hand was a major cause of worry for India and while other skippers would probably have eyed a quick finish, Dhoni chose to play on the bowlers as he saved the blitzkrieg for the final over.

    Even before a run was scored in the final, Dhoni had made one of his crucial contributions to the Indian side. His decision to play Vinay Kumar instead of Umesh Yadav in the final turned out to be crucial as the RCB seamer held his ground to register a small yet important partnership of 15 runs with Dhoni.

    The Indian skipper carefully assessed the situation and chose to retain strike - whenever possible - to keep the wickets intact. With Lasith Malinga's one over left in the game, Dhoni wasn't afraid to rotate the strike in the 46th over as he helped Vinay Kumar gain some confidence to face the Lankan speedster.

    It was as if Dhoni had already derived a path to get India home and was just executing it with ease. After the fall of Vinay Kumar, he carefully guided Ishant Sharma to see off the Lankan bowlers while he waited patiently to unveil his masterplan until the final over.

    Famous for his finishing skills, Dhoni took just four balls to seal the win for India in the final over. He slammed two sixes and a four off Shaminda Eranga to stun the islanders yet again, who at one stage looked favourites to upset the World Champions.

    Dhoni saw Jadeja, R Ashwin, Bhuvneshwar Kumar and R Vinay Kumar getting dismissed in quick succession, but himself showed nerves of steel to steer his side home in company of number 11 Ishant Sharma.

    With a historic treble to his name, MS Dhoni has turned into an asset that India can surely not afford to lose.

    Russia: no asylum application from Snowden

    MOSCOW (AP) ? Russian immigration officials said Saturday they have not received an application from Edward Snowden, the U.S. National Security Agency leaker who wants to get asylum in Russia.

    Snowden came to Moscow's Sheremetyevo international airport on June 23 from Hong Kong, apparently intending to board a flight to Cuba. But he did not get on that flight and is believed to have spent the last three weeks marooned in the airport's transit zone.

    On Friday, he met with human rights activists there and said he would seek Russian asylum, at least as a temporary measure before going to Venezuela, Bolivia or Nicaragua, all of which have offered him asylum.

    But the Interfax news agency quoted Russian migration service head Konstantin Romodanovsky as saying no asylum request had been received as of Saturday. The state news agency RIA Novosti cited migration service spokeswoman, Zalina Kornilova, as also saying no request had been received.

    Snowden had made a previous bid for Russian asylum, but President Vladimir Putin said he would have to agree to stop further leaks of information about American intelligence service activities before it would be considered. Snowden withdrew the bid, but participants in Friday's meeting said he was now ready to agree to stop leaks.

    Granting asylum to Snowden would add significant new stress to already-troubled Washington-Moscow relations.

    Putin and President Barack Obama are expected to hold a summit in Moscow in early September, right before both take part in the Group of 20 summit in St. Petersburg, and the Snowden issue could overshadow both gatherings.

    Obama and Putin discussed Snowden, among other issues, during a telephone call on Friday, the White House said in a terse statement that provided no specifics of their conversation about the NSA leaker. White House spokesman Jay Carney said the call was planned several days ago, suggesting that it was unrelated to Snowden's meeting with the activists.

    Russia so far has sidestepped the issue by claiming that it cannot take action on Snowden because his presence in the transit zone puts him technically outside Russian territory. But by agreeing to the condition that he stop leaks, Snowden could force Russia's hand.

    Friday's meeting in the airport's transit zone included representatives of Amnesty International and Human Rights Watch. The presence of these internationally respected organizations could add weight to Snowden's asylum bid.

    U.S. State Department spokeswoman Jen Psaki said Friday the United States disapproved of Russia facilitating what she called a "propaganda platform" for Snowden, "despite the government's declarations of Russia's neutrality with respect to Mr. Snowden."

    On Saturday, Russian Foreign Minister Sergey Lavrov aimed to keep up the appearance of neutrality. "We are not having contact with Snowden," he said at a meeting of a regional security organization in Kyrgyzstan, according to Interfax.

    Rights officials in Russia go to meet Snowden

    MOSCOW (AP) ? NSA leaker Edward Snowden wants to seek asylum in Russia, according to a Parliament member who was among about a dozen activists and officials to meet with him Friday in the Moscow airport where he's been marooned for weeks.

    Duma member Vyacheslav Nikonov told reporters of Snowden's intentions after the meeting behind closed doors in the transit zone of Moscow's Sheremetyevo airport.

    A photo attributed to a Human Rights Watch representative who attended the meeting was posted on the Guardian and other websites, in the first image to appear of Snowden since the newspaper broke the story of widespread U.S. Internet surveillance based on his leaks.

    Snowden is believed to have been stuck in the transit zone since June 23, when he arrived on a flight from Hong Kong, where he had gone before his revelations were made public.

    He had been expected to transfer in Moscow to a Cuba-bound flight, but did not get on the plane and had not been seen in public since then.

    Snowden earlier made an initial bid for Russian asylum, but President Vladimir Putin said he would have to agree to stop leaking secrets about U.S. intelligence before asylum would be considered. Snowden then withdrew his bid.

    Venezuela, Bolivia and Nicaragua recently have offered him asylum, but it is unclear if he could fly to any of those countries from Moscow without passing through airspace of the United States or its allies.

    Dmitry Peskov, the spokesman for Putin, told Russian news agencies after the announcement Friday that Russia has not received a new bid for asylum from Snowden and that Putin would continue to insist that Snowden stop leaking information

    The activists at the meeting included Sergei Nikitin, head of Amnesty International's Russia office, and Tatiana Lokshina, deputy head of the Russian office of Human Rights Watch. Also taken into the meeting room were Russia's presidential human rights ombudsman Vladimir Lukin, prominent attorney Genri Reznik, and Nikonov.

    They came after an email in Snowden's name was sent on Thursday. On Facebook, Lokshina posted the text of the email, which says in part that Snowden wants to make "a brief statement and discussion regarding the next steps forward in my situation."

    Hundreds of journalists flocked to the airport, but were kept in a hallway outside the meeting area which was behind a gray door marked "staff only." It was not clear if Snowden would have to come out that door or if he could exit by another route.

    The text of the invitation did not directly address the offers of asylum, though it expressed gratitude for asylum offers and says "I hope to travel to each of them." It accuses the United States of "an unlawful campaign ... to deny my right to seek and enjoy this asylum."

    Reznik said before the meeting that he expected Snowden called for it in order to seek asylum in Russia.

    How much the human rights organizations could influence a Russian asylum bid or other aspects of Snowden's dilemma is unclear. Putin takes a dim view of non-governmental organizations' involvement in political matters.

    But an appeal by Snowden to internationally respected groups could boost his status and give Russia a pretext for reconsidering asylum.

    Russia has said it cannot extradite him because by remaining in the transit zone he is technically outside Russian territory.

    Designer Kendall Wilkinson recently completed an ambitious renovation on a 3,000-square-foot penthouse in San Francisco?s Nob Hill. She gutted the apartment, adding a den and putting in leather walls, marble floors, new molding, a high-end kitchen with features by designer Christopher Peacock and Waterworks fixtures. She also designed a closet with custom built-ins, turned a bedroom into a library and made three bedrooms into two bathrooms.




    Luxury renters in the country?s hottest real-estate markets are spending tens or even hundreds of thousands of dollars on renovations ? even though they may have to return the space to same condition it was leased.     Her clients spent about $1 million on the upgrade. But when their lease is up, they will be leaving most of these improvements behind.

    In competitive real-estate markets, some luxury renters are making a surprising decision: putting tens or even hundreds of thousands of dollars into upgrades on their temporary lodgings. They are investing in redos at a time when rental vacancies nationwide are at their lowest since 2001?currently at 4.3%, according to real-estate research firm Reis. Meanwhile, rents have been rising rapidly, up 3.8% over the past year. The result: More renters are deciding to stay put and put their money into improving their current homes.

    ?People don?t want to live in something that?s not up to their standards. They?re willing to make big changes even if they?ll only be there a couple of years,? says Noble Black, a broker with Corcoran in New York, where the vacancy rate was just 1.9% in the first quarter of 2013, down from 2.1% a year earlier.

    ?My friends think I?m crazy. But if it?s something you?re going to live in for the next three years, you don?t mind spending the money. It?s worth it. It?s about lifestyle,? says Daniel de la Vega, who looked for a rental for eight months in Miami and couldn?t find exactly what he wanted. He eventually settled on an apartment that had the finishes he liked, but a floor plan that seemed too constricting. He tore down a wall to eliminate one of the bedrooms and make the living room larger.

    Mr. de la Vega, a managing partner of One Sotheby?s Realty in Miami, received permission from his landlord to make the changes. What he didn?t get was any reduction in the rent in exchange for his investment. His lease, which is two years with a one-year renewal option, specifies he must return the apartment to the way it was before he made the changes. But he isn?t worried he will have to put back the wall. ?I know when I?m done he will love it so much he won?t make me,? he says of the landlord.

    While the vast majority of redos by renters tend to be superficial?such as a new paint job or carpeting?landlords and building managers across the country report they are also seeing far more expensive and elaborate renovations. They are also getting more requests for structural changes such as knocking down walls, adding new bathrooms and custom built-in closets.

    ?I?m really amazed at how much people invest even when they?re just renting,? says Isabelle Higson, who owns a portfolio of residential rental buildings in San Francisco with her sister and brother, including the Brocklebank Apartments on Nob Hill. Her renters have installed new malachite sinks in the bathrooms, torn out older kitchens, replaced them with newer models and recovered walls with wood paneling and even leather. Not one of those changes has cost Ms. Higson a dime?they have all been paid for by her tenants.

    Jeffry Weisman, a 53-year-old interior designer who lives in one of Ms. Higson?s buildings, did his first renovation shortly after he moved in 20 years ago, spending about $100,000 to remodel the master bedroom and kitchen. Five years ago, after his now-husband moved in, they invested about $200,000 in another extensive remodel: They tore down walls to create a formal dining room, added new molding and wall panels with antique mirrors, covered the ceiling with pewter-leaf tea paper, updated all the lighting and refinished the floors.

    For long-term renters such as Mr. Weisman, there is another reason to invest in renovations, rather than moving: Strict regulations on how much landlords can increase their annual rents on some apartments in cities such as San Francisco and New York can make staying put an especially affordable proposition. Mr. Weisman declined to say how much he currently pays in rent, but says it is ?substantially less? than the $6,500 a month that a similar apartment on another floor rents for. Building management says an apartment similar to Mr. Weisman?s is actually going for $10,000 a month now; rents in his building range from $2,900 a month for a one bedroom that is been rented by the same owner for decades to $20,000 for a three-bedroom apartment.

    Marsha Monro, a marketing consultant who moved into a one-bedroom apartment at the Brockleback three years ago, began renovating before she moved in. She knocked down a wall between the kitchen and dining room, put in new stainless-steel appliances and Carrera marble counters in the kitchen, installed a new vanity, sink and shower in the bathroom, added new molding to the walls, platinum-leafed the fireplace mantle, put in 9-foot mirrors and refinished the floors, spending about $20,000 in all. She says she is never leaving: ?You?ll see me here 40 years from now.?

    ?We love it?as long as they run everything by us first,? says Ms. Higson of her tenants? remodeling projects.

    Not all landlords are thrilled when their tenants make changes, however. Renovations can be expensive to get rid of and make the place less attractive to potential future renters. Josh Weiss found that out after a tenant spent about $50,000 renovating a 5,000-square-foot triplex in a building he owns in Manhattan?s Greenwich Village. The changes were mostly superficial?window treatments, wallpaper, tiling?but the style was so distinctive (black and white ?Versailles-like? wallpaper, unusual paint colors) that Mr. Weiss asked the tenants to take it all out before they left. He estimates undoing the renovations cost the tenants, who stayed about two years, about $30,000. With the triplex?s rental price at $30,000 a month, he says he couldn?t risk keeping the unusual d?cor and hoping someone with similar taste would come along.

    Ms. Higson ran into a similar problem at the Brocklebank when she allowed a tenant to leave without undoing a malachite bathroom with gold fixtures and a kitchen she describes as ?tricked out.? Despite a lot of demand for apartments in the building, she had a hard time finding tenants willing to take that unit. ?People would see it and say ?oh dear?,? she says. She eventually rented the apartment to someone from Brazil.

    Most rental contracts include a clause that the unit has to be returned to the same condition it was leased?but whether that is enforced is usually decided on a case-by-case basis, says Gary Malin, president of Citi Habitats, a New York real-estate company. He says most landlords let the changes remain if they are neutral enough. ?They don?t like improvements specific to one person?s taste. They want it to be universal,? he says.

    These rules can mean a tightrope walk for architects and interior designers. ?You can?t move too many walls and you can?t touch the heating,? says Ms. Wilkinson, the San Francisco-based designer. Ms. Wilkinson says she does a major rental renovation about every year now in this market: In San Francisco, the rental vacancy fell to 3.2% in the first quarter this year, down from 5% a year earlier, while rents have risen 5.7% over the past year.

    Many landlords would rather do the work themselves. They will allow the tenants to pick out the tiles or appliances, but they will hire the contractors and oversee the work, charging the clients for the total project cost. ?That gives me control over the quality of what?s installed and the quality of who is installing it,? says Rob Goodman, chief executive of Los Angeles based Resmark Cos., which opened the Avenue in Hollywood, Calif. His company charges about $125 a foot to replace the standard carpeting with wood floors and about $1,500 to put in track lighting. The only large-scale renovation that required the tenant to pay for removal was a unit rented by a hip-hop producer who built in expensive shelves for his collection of rare limited-edition sneakers.

    Daria Salusbury, who leads luxury residential leasing operations for real-estate firm Related Companies, says the company started combining apartments because of requests from current tenants. A typical case: A couple at the company?s MiMA building in midtown Manhattan wanted to take a two-bedroom, 1,500-square-foot unit and merge it with a 1,000-square-foot, one-bedroom unit next door. The company paid for and oversaw the construction and raised the monthly rent on the combined apartments to more than $20,000 from $11,000. ?They?re happy, they signed a two-year lease and we?ll be able to rent it to someone else,? says Ms. Salusbury.

    When a would-be renter likes an apartment but isn?t fully sold on it, knowing they can make changes can make the difference, brokers say. Eric Hantman, CEO and founder of New York brokerage firm Prime NY, always advises landlords to approve any renovations they deem will have lasting value. He recently had a client who wanted all new stainless-steel appliances for the kitchen and new wall coverings; the landlord ended up splitting the cost.

    And allowing a tenant to invest in improvements can mean keeping that renter for years to come. Myles Horn spent about $100,000 several years ago to renovate the aging apartment he has rented for 18 years in a prewar building on Manhattan?s Upper West Side. He and his wife put in new bathrooms, installed new kitchen appliances and updated the fixtures and molding. ?We?re comfortable there. We are used to the space,? explains Mr. Horn, a real-estate developer, who says several other tenants in his building also have done extensive renovations.

    Mr. Horn, who has a two-year lease and declines to state how much he pays in rent, says every time the lease has been renewed there has been an increase in rent?except the year he did the renovations. He and his wife have no plans to leave.

    London's costs spiral upwards as Assange stakeout sees no end

    London officials are facing scrutiny over the spiraling cost of maintaining a 24-hour police watch outside of the Ecuadorian embassy, where WikiLeaks founder Julian Assange has now resided for a year.

    According to a letter sent in response to London assembly member Jenny Jones, London?s Metropolitan police commissioner Sir Bernard Hogan-Howe has said that the total cost so far of constantly policing the embassy adds up to ?3.8 million, ?0.7 million of which is comprised of additional costs for increased overtime wages to officers.

    Assange, who entered the embassy in June of last year, is currently in a sort of legal limbo as the online activist's host country of Ecuador has granted him political asylum, but would face extradition to Sweden for questioning in connection to allegations of sexual assault, and could well be turned over to US authorities to face charges stemming from the publication of classified documents provided by Bradley Manning.

    Though Assange maintains that the sexual assault accusations have been fabricated as part of a political smear campaign against him, the UK has promised to arrest him should he set foot outside of diplomatically protected Ecuadorian territory.

    Jenny Jones, a member of the Green party, has said that the situation is unsustainable for the City of London.

    "It's ridiculous that for over a year now the Metropolitan police service have been stationed outside the Ecuadorian embassy waiting for Julian Assange to attempt an escape. At a time when the Met is making cuts how can this be a priority for the police? This situation cannot be allowed to continue indefinitely. The mayor really should be trying to find a solution to this stalemate because in the meantime the Met is spending time and resources on an expensive stakeout," Jones tells The Guardian.

    UK Foreign Secretary William Hague met his his Ecuadorian counterpart Ricardo Pati?o in June to discuss Assange, though they evidently failed to reach any compromise.

    The British Foreign Office said that ?no substantive progress? had been made following that meeting, while Pati?o remarked that the situation was ?totally unjust,? and that Ecuador was prepared to wait it out, with Assange having told him he was ?fit enough? to spend another five years within the embassy.

    "Our government will not hand Mr. Assange over to the UK government nor to anyone else and we shall continue to stress that Mr. Assange has the right to benefit from asylum," said Pati?o.

    "We feel he should be handed over into safe conduct so that he can leave the UK for elsewhere," he added.

    At the same time, despite the round-the-clock picket by London police, Pati?o stated that his country had no intention of trying to whisk away the WikiLeaks founder through subterfuge.

    ?We're not going to smuggle Mr. Assange out in the boot of a car or through an underground tunnel or something," Pati?o said.

    Assange has also stated that he would likely not leave the west London embassy even if Sweden were to drop its extradition orders against him, convinced that the US would instead transport him stateside to face espionage charges.

    When Choirs Sing, Many Hearts Beat As One

    We open our hymnals to Hymn 379, and we begin to sing. "God is Love, let heav'n adore him / God is Love, let earth rejoice ..."

    Lifting voices together in praise can be a transcendent experience, unifying a congregation in a way that is somehow both fervent and soothing. But is there actually a physical basis for those feelings?

    To find this out, researchers of the Sahlgrenska Academy at the University of Gothenburg in Sweden studied the heart rates of high school choir members as they joined their voices. Their findings, published this week in Frontiers in Neuroscience, confirm that choir music has calming effects on the heart ? especially when sung in unison.

    Using pulse monitors attached to the singers' ears, the researchers measured the changes in the choir members' heart rates as they navigated the intricate harmonies of a Swedish hymn. When the choir began to sing, their heart rates slowed down.

    "When you sing the phrases, it is a form of guided breathing," says musicologist Bjorn Vickhoff of the Sahlgrenska Academy who led the project. "You exhale on the phrases and breathe in between the phrases. When you exhale, the heart slows down."

    But what really struck him was that it took almost no time at all for the singers' heart rates to become synchronized. The readout from the pulse monitors starts as a jumble of jagged lines, but quickly becomes a series of uniform peaks. The heart rates fall into a shared rhythm guided by the song's tempo.

    "The members of the choir are synchronizing externally with the melody and the rhythm, and now we see it has an internal counterpart," Vickhoff says.

    This is just one little study, and these findings might not apply to other singers. But all religions and cultures have some ritual of song, and it's tempting to ask what this could mean about shared musical experience and communal spirituality.

    "It's a beautiful way to feel. You are not alone but with others who feel the same way," Vickhoff says.

    He plans to continue exploring the physical and neurological responses of our body to music on a long-term project he calls Body Score. As an instructor, he wonders how this knowledge might be used to create more cohesive group dynamic in a classroom setting or in the workplace.

    "When I was young, every day started with a teacher sitting down at an old organ to sing a hymn," Vickhoff says. "Wasn't that a good idea ? to get the class to think, 'We are one, and we are going to work together today.' "
